It lets you check to see if what you have in your title and description meta tags are relevant to what the text on the page is about.
I have never heard of that program.

How many characters should your Title and Description tags be?
The title tag should be no more than 160 characters and the description tag should be no more than 90 characters long.
The title tag should be no more than 60 - 70 characters and the description tag no more than 160 characters long.
You can make both the title tags and the description tags as long as you want because Google wants as much information as possible to show the users who are searching for your business.

When using the Meta Tag Analyser program, what percentage relevancy should you aim for?
Has to be 100% otherwise you are wasting your time.
Whatever percentage is fine as Google doesn’t really care about relevancy.
You should aim for anywhere between 80-90+% relevancy as the more accurately the tags describe your content, the higher you will rank.
